Close monitoring of global policies

In 2025, the Bank continued to participate in meetings held under the OECD ECG, which aim to evaluate export credit policies, identify problems, and resolve them through multilateral negotiations; the Bank also closely monitored developments.

Efforts to ensure that Türk Eximbank’s programs comply with WTO, OECD, and EU rules are ongoing, and these rules are taken into account in the implemented programs.

International Rules

Given Türkiye’s membership in the World Trade Organization (WTO), the OECD Group on Export Credits and Credit Guarantees (ECG) and the Participants Group (PG), and within the framework of obligations arising from the Customs Union Agreement with the EU and the EU accession process, Türk Eximbank is required to act in compliance with WTO, OECD, and EU norms, as well as other international regulations, in the programs it implements. In this context, efforts to ensure that Türk Eximbank’s programs comply with WTO, OECD, and EU rules are ongoing, and these rules are taken into account in the implemented programs.

In 2025, participation continued in meetings held under the OECD ECG to evaluate export credit policies, identify problems, and resolve them through multilateral negotiations, enabling close monitoring of developments. The following three recommendations that emerged from the work carried out in these meetings form the basis of all the Bank’s practices:

  • The OECD Council Recommendation on Bribery and Officially Supported Export Credits,
  • The Recommendation on Environmental and Social Impact Assessment, and
  • The Recommendation on Sustainable Lending Practices for Officially Supported Export Credits to Lower-Income Countries.

Our country, which had been an “Invited Participant” (observer) in the Participants Group (PG) since 2006, gained Participant status in 2018. With this status, the Bank became part of the decision-making mechanism for amendments to the OECD Arrangement on Officially Supported Export Credits, which sets the rules for official export support with repayment terms of more than two years provided by member countries, and all rules regarding export credits became binding on Türk Eximbank.

Full compliance with international regulations

Compliance with the EU Acquis

Compliance efforts with the EU Acquis include topics within the Bank’s scope of activities under the “Competition Policy” and “External Relations” chapters.

  • “Competition Policy” chapter: Within the framework of compliance with the EU Acquis, and in accordance with the rule that marketable risks under short-term export credit insurance must be handled by institutions not receiving state aid, all of the Bank’s short-term insurance activities will need to be restructured under a different institution. Regarding the restructuring efforts expected under the relevant EU Directive, it is envisaged that a joint study will be conducted with all stakeholders in line with the instructions of the Ministry of Treasury and Finance of the Republic of Türkiye.
  • “External Relations” chapter: The alignment of medium and long-term financial support provided by Türk Eximbank with the EU Acquis, which includes the OECD Arrangement on Officially Supported Export Credits, was largely achieved following Türkiye’s accession as a Participant to the said Arrangement in 2018.

In line with the instructions of the Ministry of Treasury and Finance of the Republic of Türkiye, a joint study with all stakeholders is planned regarding the restructuring efforts that will arise under the EU Directive.
