Türkiye’s official export credit agency

Türk Eximbank, Türkiye’s official export credit agency, was established in 1987 and began implementing its programs in early 1988.

With the outward-oriented policies adopted in Türkiye in the 1980s, exports gained strategic importance. Türk Eximbank, established in 1987, undertook the task of financially supporting this process.

Türk Eximbank was established through the restructuring of the State Investment Bank to finance, lend, insure, and guarantee the import and export of goods and services, overseas contracting services, foreign investments, and the domestic manufacturing and sale of capital goods, within the framework of the authority granted to the Council of Ministers by Law No. 3332, published in the Official Gazette dated March 31, 1987. Transformed into a joint-stock company governed by private law under the principles of Decree No. 87/11914, the Bank began operations in 1987 as Türkiye’s official export credit agency and started implementing its programs in early 1988.

The objectives of the Bank, as Türkiye’s official export credit agency, are:

  • Increasing the volume of exports,
  • Diversifying export goods and services,
  • Developing new export markets,
  • Increasing the exporters’ share of international trade and providing necessary support for their initiatives,
  • Gaining competitiveness and bringing assurance to exporters, overseas contractors and investors on the international markets, and
  • Promoting and supporting the production and sale of investment goods for export through overseas investments.

Türk Eximbank continues its activities with the aim of supporting exporters, manufacturers engaged in export-oriented production, companies providing foreign currency-earning services, and contractors and entrepreneurs operating abroad. Within this framework, the Bank provides its stakeholders with financing and risk mitigation solutions through a broad range of products, including short-, medium-, and long-term cash loans, accounts receivable insurance, and guarantee programs.

Türk Eximbank’s Growing Strategic Role in Export Financing

Within the framework of Türkiye’s foreign trade strategies, Türk Eximbank’s role in financing and supporting exports has grown over time. The main dynamics underlying this development are as follows:

  • The removal of direct export incentives within the framework of Türkiye’s obligations to international organizations regulating world trade,
  • With the Customs Union process that came into force in 1996, Türkiye committed to aligning with the trade and competition policies of the European Union (EU).

During these transformation processes, Türk Eximbank has successfully implemented internationally accepted support models to protect the competitiveness of exporters.

HISTORICAL BACKGROUND

Uninterrupted support for exports and production

Türk Eximbank continues its activities in line with its goal of supporting exporters, manufacturers engaged in export-oriented production, companies providing foreign currency-earning services, and contractors and entrepreneurs operating abroad.

As a result of the changes in Türkiye’s foreign trade policies, support through export credit, insurance, and guarantee programs has become the most crucial element in enhancing the competitiveness of Turkish exporters in international markets.

The Principles annexed to Decree No. 87/11914, which regulates the establishment of Türk Eximbank, have been updated in light of changes to Turkish Commercial Code No. 6102, banking legislation, and economic and financial developments. Accordingly, the “Principles on the Establishment and Duties of Türkiye İhracat Kredi Bankası Anonim Şirketi,” annexed to Council of Ministers Decision No. 2013/4286 and published in the Official Gazette on February 23, 2013, came into force and repealed the previous regulations. The Bank’s operating principles are currently determined by this updated framework.

Article 4/C, added to the Law on the Establishment of Türk Eximbank by Law No. 3659, and Article 10 of Law No. 4749 provide that losses incurred by the Bank as a result of political risks in the course of its credit, insurance, and guarantee activities will be covered by the Ministry of Treasury and Finance of the Republic of Türkiye.

Pursuant to the second paragraph of the second article of Law No. 3332, the Ministry with which the Bank is associated will be determined by a Presidential decision. In this context, Türk Eximbank was placed under the Ministry of Trade of the Republic of Türkiye pursuant to Presidential Circular No. 2018/1, which was published in the Official Gazette No. 30479 dated July 15, 2018, and entered into force.

Finally, with Article 8 of Law No. 7341 dated November 4, 2021, which was published in the Official Gazette No. 31651 dated November 6, 2021, and entered into force, the first sentence of the first paragraph of Article 4 of Law No. 3332 was amended, and subparagraph (D) was added to the said article. With this amendment, the Bank was granted exemptions and exceptions to carry out its activities more effectively and to prevent the contraction of resources allocated to supporting exports.

The year 2025 was a significant period in which Türk Eximbank deepened its Business Activities, increased its product diversity, and strengthened its corporate capacity in line with Türkiye’s export strategy. The steps taken throughout the year expanded the scope of the Bank’s support to exporters and made a strategic contribution to sustainable and balanced growth targets.

The year 2025 was a significant period in which Türk Eximbank deepened its business activities, increased its product diversity, and strengthened its corporate capacity in line with Türkiye’s export strategy.

Increase in Export Support Volume and Product Diversification

In 2025, Türk Eximbank increased the total volume of support provided to exporters through its loan, insurance, and guarantee products by 11% compared to the previous year. Access to finance for exporters operating across different scales and sectors has been facilitated. The services offered have been diversified to meet exporters’ changing needs, maximizing financial inclusion.

Strengthening of International Funding Sources

The Bank’s long-term and cost-effective funding capacity was strengthened through resources secured from international financial institutions and capital markets. This financial strength has created a financial foundation that enables exports to be supported not just in the short term, but in a sustainable and lasting manner.

Expansion of Insurance and Guarantee Mechanisms

The scope of trade credit insurance and guarantee products was expanded, increasing the level of protection for exporters against commercial and political risks. Expansion into new and high-risk markets was particularly encouraged, thereby broadening the secure operational scope for Turkish companies within the global trade network.

Initiatives Focused on Sustainability and Green Financing

Financing practices that support sustainability were one of the focal points of 2025. Efforts aimed at supporting exporters to align with the green transition and to prepare for the Carbon Border Adjustment Mechanism (CBAM) have gained momentum.

Prioritizing High-Tech Exports

The Bank continued to be one of the driving forces behind the qualitative transformation of exports by supporting 58% of our country’s medium-high technology exports and 59% of its high-tech exports.

Corporate and Operational Transformation Initiatives

Process improvement and risk management initiatives carried out within the framework of digitalization strategies have maximized operational efficiency. These modernization steps have strengthened the Bank’s corporate capacity for the future of finance, while markedly enhancing service quality and speed.

These developments in 2025 reinforced Türk Eximbank’s strategic role within the export ecosystem and helped exporters operate in global markets with a stronger, more resilient structure.
