Strategic Transformation and an Export-Oriented Banking Vision

As a specialized bank in export financing, Türk Eximbank’s primary priority is not profit maximization but the achievement of strategic goals aimed at supporting the country’s exports. Nevertheless, with the sense of responsibility that comes with being an official export credit agency, the Bank meticulously implements policies to maintain a sound financial structure that ensures operational sustainability.

Strategic focus on exports

Türk Eximbank’s primary priority is not profit maximization but the achievement of strategic goals set to support the country’s exports.

Türk Eximbank Strategic Transformation Program

Within the framework of the strong cooperation it has established with its stakeholders, Türk Eximbank has launched the “Türk Eximbank Strategic Transformation Program” to more effectively support our country’s export strategies and align the foreign trade ecosystem with global best practices. With this program, the Bank is evolving into a dynamic structure that proactively supports exporters who provide high added value to the national economy and operate in line with national export targets.

As part of this transformation process, the primary objective is to expand the range of products and services by proactively identifying exporters’ financing needs and the obstacles they face. In this regard, comprehensive efforts to optimize the experience of exporters in benefiting from Türk Eximbank’s support through digital and operational improvements are being resolutely pursued.

Domestic Loans

Türk Eximbank continues to support exporters of goods and services, export-oriented manufacturers, firms providing foreign-currency-earning services, and contractors and investors operating abroad through short-, medium-, and long-term cash loan programs. With these financing models, the liquidity needed by companies in their production and operational processes is provided with a holistic approach, covering both pre-shipment and post-shipment periods.

In 2025, Türk Eximbank continued to respond proactively to the changing financing needs of our exporters within the dynamic structure of global trade. During this period, the Bank diversified its loan product range to offer customized solutions to companies of different sectors and scales, and made its maturity structures more flexible in line with market expectations and investment cycles.

Proactive solutions for changing financing needs

In 2025, Türk Eximbank continued to respond proactively to the changing financing needs of our exporters within the dynamic structure of global trade.

A high share of TL-Denominated Loans and a strong allocation to SMEs

As of December 31, 2025, 57% of loans were denominated in TL and 43% in foreign currency; 95% were extended directly and 5% through intermediary banks; and 25% of loans, corresponding to USD 6.7 billion, were disbursed to SMEs.

Effective management of resource use in operational processes has been adopted as a top priority, and the funds procured have been directed to areas that will create the greatest added value in line with export strategies. These strategic steps not only met the working capital and investment financing needs of our exporters but also accelerated the sustainable growth of Türkiye’s foreign trade volume.

Loans as of December 31, 2025:

  • 57% were denominated in TL and 43% were denominated in foreign currencies,
  • 95% were extended directly and 5% were extended through intermediary banks,
  • 25% (USD 6.7 billion) was extended to SMEs.

Under the İGE guarantee, loans totaling TL 95.9 billion were extended to 5,324 companies.

In 2025, 14,086 companies, which hold a significant share of Türkiye’s exports, benefited from Türk Eximbank’s loan programs.

Priority was given to SMEs in lending practices, and TL-denominated loans were predominantly used to finance SMEs. As a result of prioritizing the loan requests of SMEs and the provision of additional resources, financing support totaling USD 6.7 billion was provided, comprising TL 135.8 billion and USD 3.3 billion. The share of SMEs in the total loan support amount, which increased by 11% compared to the previous year to reach USD 26.77 billion, was 25.0%.

New Regulations and Changes in Domestic Credit Programs

  • Improvements in limit decision models have strengthened risk assessment processes and increased efficiency in resource allocation. As of December 2025, limits totaling USD 1,893 million were allocated to 3,749 companies through the Limit Decision Model (LDM), and loans totaling USD 644 million were extended to 2,185 of these companies. Of the 3,749 companies allocated limits via the LDM, 40% are new companies.
  • As part of its export-oriented growth strategy, Türk Eximbank continues to expand its collateral structure to include alternative types of collateral by implementing approaches based on both creditworthiness and export performance to support access to finance for companies engaged in value-added and high-tech exports.
  • The upper limits of the İGE Equity Guarantee Support Package were updated, raising the guarantee cap to TL 60 million for SME beneficiaries and TL 120 million for non-SME beneficiaries. Additionally, the minimum guarantee limit for expert opinion assessments for non-SME beneficiaries was raised to TL 75 million, and disbursements for applications evaluated under the expert opinion scope have continued.
  • In 2025, under the “Eximbank (Treasury) Support Package” signed between Türk Eximbank and İGE, Treasury-backed İGE-guaranteed loans totaling TL 15 billion were extended to 960 companies.

Innovative collateral for value-added exports

Türk Eximbank offers alternative collateralized approaches based on creditworthiness and performance to facilitate access to financing for firms engaged in value-added and high-technology exports.

TL 20.9 billion in support of 840 companies under İGE guarantees

Under the package offering TL 31.5 billion in İGE guarantees for Türk Eximbank’s foreign currency loans, a total of TL 20.9 billion in financing support has been provided to 840 companies since its implementation.

  • Furthermore, with the implementation of the “Foreign Currency Guarantee Support Package,” which provides İGE guarantees totaling TL 31.5 billion for foreign currency loans extended by Türk Eximbank to finance exporters’ operating expenses, support amounting to TL 20.9 billion was provided to 840 companies.
  • Since December 2022, rediscount credits sourced from swap agreements have been provided under the Central Bank of the Republic of Türkiye’s (CBRT) rediscount credits facility to enhance exporters’ competitiveness in international markets and to meet their financing needs during the pre-export phase. In 2025, CNY 315.8 million (USD 43.8 million) in swap rediscount credits were provided to 93 companies. Additionally, in 2025, marketing activities began after the AED and QAR currencies were included within the scope of the relevant program.
  • In 2024, funding of EUR 300 million was secured from a consortium of banks, with 95% of the principal and interest risk guaranteed by the Multilateral Investment Guarantee Agency (MIGA), a World Bank Group institution. The funding, fully disbursed in 2024, was renewed in 2025 to provide support to 276 companies.
  • From the Asian Infrastructure Investment Bank (AIIB), USD 100 million was secured under the Earthquake Support Package and USD 258.7 million under the Green Infrastructure Support Package. As of December 31, 2025, disbursements of USD 100 million were made to 24 companies from the Earthquake Support Package, and USD 173.4 million to 32 companies from the Green Infrastructure Support Package.
  • Under the counter-guarantee of the Republic of Türkiye Ministry of Treasury and Finance and the guarantee of the International Bank for Reconstruction and Development (IBRD), a member of the World Bank Group, approximately EUR 300 million of the secured EUR 1 billion in funding was disbursed to 49 companies. This funding continues to support the green transition of exporters.
  • In addition to efforts to disburse Murabaha Financing (Cost-Plus Sale) and Eser (Istisna) Financing Programs in TL, the Export Support Financing, Export Support Financing via Participation Banks, Isticrar Financing, and Ijarah Financing programs were also implemented to increase the diversity and volume of interest-free banking products.
  • In 2025, funding totaling USD 855 million was secured from international financial institutions such as ITFC, Emirates, IDB, FAB, Kuwait Finance House, Ajman Bank, and ICD; all of the funds were disbursed under interest-free banking products.
  • In line with Türk Eximbank’s digitalization goals, services via Application Programming Interface (API) have been launched to shorten operational business processes and ensure faster and more secure execution of credit transactions; integration efforts with intermediary financial institutions are ongoing.
  • All of the Bank’s internal regulations have undergone a comprehensive revision process to increase operational efficiency, meet exporters’ demands most effectively, respond to market requirements, and adapt to changes in external legislation.

2025 Strategic Projects Implemented

The year 2025 was a period in which Türk Eximbank expanded its product range in line with modern financial needs and sustainability goals, and integrated digital transformation into its operational processes. Projects launched throughout the year facilitated the export ecosystem’s access to the Bank’s support while maximizing operational efficiency.

Financial Product Diversity and Participation Finance Approach

To respond to the changing financing preferences of exporters, the Export Support Financing, Export Support Financing via Participation Banks, Isticrar Financing, and Ijarah Financing programs were successfully implemented. Through these new products, Türk Eximbank expanded its product range to meet the growing demand for financing solutions compliant with participation finance principles and broadened its services in this area. As a result of strategic efforts, the financing volume provided through participation finance products increased by 223% compared to the previous period, reaching USD 1.2 billion.

Product Management and Pricing Project

In 2025, Türk Eximbank launched the “Product Management and Pricing Project.” in line with its goals of optimizing financial processes and complying with international standards. This project aligned the Bank’s pricing mechanisms with international banking standards and best practices, achieving a significant increase in operational efficiency. This strategic step has enabled faster adaptation to market dynamics and allowed for the pricing of resources based on a more rational model.

In 2025, Türk Eximbank launched the “Product Management and Pricing Project” in line with its goals of optimizing financial processes and complying with international standards.

Strong partnerships for inclusive exports and equality

Türk Eximbank continues its strategic collaborations to broaden the export base and strengthen gender equality within the economic system.

E-Export Support

To adapt to the digitalization of global trade, the implementation of the “E-Export Support Package” for exporters selling abroad via digital platforms has reached its final stage. This package also aims to facilitate access to finance for small-scale companies and to strategically support the growth of enterprises with e-export potential in international markets.

End-to-End Foreign Trade Operations

The Foreign Trade Module was launched to support exporters’ foreign trade operations in a holistic manner and to enable the Company to become the main bank for exporters. Through this module, the Bank has moved beyond providing financing to directly mediating foreign trade transactions, thereby enabling exporters to manage all their operational processes end-to-end from a single center.

Green Transition Financing

The promotion and disbursement of financing instruments for green transition and sustainable production investments remain among the Bank’s priority agenda items. As a result of efforts in this direction, sustainability-themed loans increased by 55% compared to the previous year. Türk Eximbank plans to increase its sustainable financing capacity to support exporters’ compliance with the Carbon Border Adjustment Mechanism (CBAM) and global green deal processes.

Future Strategic Goals and Sustainability Vision

In line with Türkiye’s export vision, Türk Eximbank aims to deepen its activities focused on green transition, sustainable production, and inclusive growth in the upcoming period. The strategic steps designed with an awareness of environmental and social responsibility in this context are presented below:

Inclusive Growth and Support for Women’s Entrepreneurship

The Bank continues its strategic collaborations to broaden the export base and strengthen gender equality within the economic system. In this context, concrete steps have been taken within the “Supporting Women in Export Project,” implemented under the TİM WINGS umbrella by Türk Eximbank, İhracatı Geliştirme A.Ş. (İGE), and the Turkish Standards Institution (TSE). As part of the project, exporting companies that qualify for the Women Entrepreneur Certificate are given priority access to the Bank’s existing programs at preferential interest rates.

End-to-end operations in foreign trade

Through the Foreign Trade Module, Türk Eximbank has begun to directly mediate foreign trade transactions, thereby enabling exporters to manage all their operational processes end-to-end from a single center.


2026 Strategic Goals and Projections

In determining its strategic priorities for the 2026 operating period, Türk Eximbank also considered the goals of deepening the export ecosystem and increasing the effectiveness of financial instruments. The main goals set in this context are as follows:

Increasing the Bank’s insurance and credit support volume has been set as a primary goal. It is planned to expand product and system developments across all service channels to enable Türk Eximbank to play a more effective role in exporters’ cash management and foreign trade processes.

Expanding the loan volume in investment finance, with a primary focus on sustainability, is a key objective. Accordingly, it is envisioned that the share of investment loans in the total portfolio will be increased, and exporters’ green transition and capacity expansion investments will be supported on a stronger financial footing.

As part of increasing insurance volume and diversifying the collateral mechanisms offered by the Bank, the goal is to provide short-term financing solutions by accepting insured receivables as collateral. This strategic project, which will facilitate exporters’ access to finance, is planned to be completed and implemented in the first half of 2026.

This initiative aims to support companies’ working capital cycles by converting export receivables into liquidity through a collateral instrument.

Türk Eximbank aims to reinforce its position as the main financial force guiding Türkiye’s foreign trade in the future with innovative products focused on digitalization and sustainability.
