Osman Çelik was born in 1964 in the Kemaliye district of Erzincan. He graduated from the Middle East Technical University, Faculty of Economics and Administrative Sciences, with a degree in Economics.

He began his professional career in 1986 as an Economist at the State Institute of Statistics and worked at Faisal Finans Kurumu from 1988 to 1995. He served as a Manager at İhlas Finans Kurumu from 1995 to 1999 and as an Deputy General Manager at Anadolu Finans Kurumu from 1999 to 2005. At Türkiye Finans Katılım Bankası, he was Deputy General Manager from 2005 to 2015 and General Manager from 2015 to 2016.

Appointed as the Undersecretary of the Treasury of the Republic of Türkiye in 2016, Mr. Çelik also served as the G20 Sherpa for Türkiye and represented Türkiye as an Executive Director, Governor, and Alternate Governor at numerous international financial institutions and multilateral development banks.

From 2017 to 2021, Mr. Çelik was the Chairman, a Board Member, and Chairman of the Audit Committee at Türk Eximbank. From 2018 to 2022, he served as a Board Member and Chairman of the Credit Committee at Vakıf Katılım Bankası A.Ş. He served as the General Manager of Vakıf Katılım Bankası A.Ş. from 2022 to 2023.

Appointed as Deputy Minister of Treasury and Finance in 2023, Mr. Çelik represents Türkiye as the G20 Finance Deputy, a General Assembly Member of the G20 Financial Stability Board, and an Executive Director at the Islamic Development Bank. He also serves as Governor for the Economic Cooperation Organization Trade and Development Bank, the Black Sea Trade and Development Bank, the Asian Development Bank, and the African Development Bank, and as Alternate Governor for the World Bank, the European Bank for Reconstruction and Development, the Asian Infrastructure Investment Bank, and the Turkic Investment Fund.

As of 2025, Mr. Çelik was appointed as a member of the Presidential Economic Policies Board and is a member of the Financial Stability Committee and the Food and Agricultural Product Markets Monitoring and Evaluation Committee.

He has been serving as the Chairman of Türk Eximbank since 2023.

Born in Ankara in 1972, Özgür Volkan Ağar graduated from the Department of Public Administration at Ankara University’s Faculty of Political Sciences in 1994. He completed his master’s degree in Public Administration at Carnegie Mellon University in the USA.

Mr. Ağar began his career in 1996 as an Assistant Foreign Trade Specialist at the Undersecretariat of Foreign Trade, General Directorate of Imports. He became a Foreign Trade Specialist at the General Directorate of Imports in 1999, a Branch Manager at the General Directorate of Exports in 2005, a Commercial Attaché at the Consulate General of Türkiye in Batumi, Georgia, from 2007 to 2009, and a Head of Department at the General Directorate of Exports in 2009.

Appointed as Deputy General Manager of Exports in 2010 and General Manager of Exports in 2016, Mr. Ağar was most recently appointed as Deputy Minister at the Ministry of Trade of the Republic of Türkiye on March 17, 2022. Özgür Volkan Ağar has been serving as a Board Member and Deputy Chairman of the Board of Türk Eximbank since July 2023.

Born in Rize in 1964, Ali Güney is a graduate of Marmara University, Faculty of Economics and Administrative Sciences. From 1990 to 1993, Mr. Güney worked in the Fund Management Department at Faisal Finans Kurumu. From 1995 to 1999, he served as Deputy Manager in the Fund Management and Treasury Department at İhlas Finans Kurumu.

Serving as the Fund Management and Treasury Manager at Anadolu Finans Kurumu from 1999 to 2005, Mr. Güney was the Treasury Manager at Türkiye Finans Katılım Bankası from 2006 to 2009 and served as the Deputy General Manager responsible for Treasury and Financial Institutions from 2009 to 2015. From 2015 to 2019, Mr. Güney served as the Deputy General Manager responsible for Treasury and Strategy at Vakıf Katılım Bankası A.Ş.

Mr. Güney has been serving as a Board Member and General Manager of Türk Eximbank since October 17, 2019. He continues to serve as a board member at İhracatı Geliştirme A.Ş. (İGE), the Banks Association of Türkiye (TBB), and the Africa Finance Corporation (AFC).

Born in İbecik, Burdur, in 1961, Nail Olpak graduated from Aydın High School. Mr. Olpak graduated from Istanbul Technical University, Faculty of Mechanical Engineering, and completed his master’s degree in Energy at Yıldız Technical University. After starting his professional career and working as a senior executive for many years, Mr. Olpak voluntarily left his professional career to establish his own companies in 2005, including Pak Yatırım A.Ş. He currently serves as the Chairman of the Board of the same company and as a Board Member of its affiliated companies.

In addition to the above, Nail Olpak continues to hold the following positions: President of the Foreign Economic Relations Board (DEİK) Management and Executive Board; Board Member at Türk Eximbank, Turkcell, and the Istanbul Development Agency; Member of the Investment Environment Improvement Coordination Board; President of the World Turkish Business Council; Member of the MÜSİAD High Advisory Board; Member of the Founders’ Board of the International Technological, Economic and Social Research Foundation and the İlim Yayma Foundation; Member of the Board of Trustees for TUGEV, Huzur Hospital Foundation, İGETEV, and the Istanbul Medeniyet University Support Foundation; and Member of TMMOB, MMG, MSMB, and the Aydın High School Alumni Association.

In addition to being the President of the DEİK Management and Executive Board, Nail Olpak has also served as the 5^th Term President and Chairman of the High Advisory Board of MÜSİAD, Vice Chairman of the International Business Forum, a Member of the B20 Türkiye Executive Committee, a Council Member of the Istanbul Chamber of Commerce, a Board Member of the Istanbul World Trade Center, Huzur Hospital Foundation, Energy Efficiency Association, and Muallimköy Technology Region A.Ş., a Board Member and High Advisory Board Member of the Architects and Engineers Group, a Member of the Founding Committee of the Turkish-Japanese University, a Member of the Board of Trustees of the Commercialization of Information Center and Kandilli Club Foundation, and a Member of the Advisory Board of the ITU Faculty of Mechanical Engineering.

Nail Olpak was awarded an Honorary Doctorate in International Relations by Istanbul Technical University, Ahi Evran University, and Mehmet Akif Ersoy University. Married and the father of two sons, one an architect and the other a mechatronics engineer, Nail Olpak is fluent in English.

Mustafa Gültepe was born in 1968 in Tonya, Trabzon. He graduated from Dokuz Eylül University with a degree in Industrial Engineering in 1990. He completed his MBA at Istanbul University in 1997.

Mr. Gültepe began his professional career at Taha Tekstil in 1992. In 1994, he took part in the establishment of Talu Tekstil within Taha Tekstil, where he currently serves as a Founding Partner and Chairman of the Board.

Throughout his 33-year career, Mr. Gültepe has also undertaken significant responsibilities in professional institutions and organizations. From 2017 to 2021, he served as the Chairman of the Board of the Sakarya Organized Industrial Zone.

In 2010, he joined the Board of Directors of the Istanbul Apparel Exporters’ Association (İHKİB). He was elected Chairman of the Board of Directors of İHKİB in April 2018 and President of the Türkiye Exporters Assembly (TİM) in June 2022.

In addition to his roles at İHKİB and TİM, Mustafa Gültepe also serves as Vice Chairman of the Board of DEİK, a Board Member of Türk Eximbank, Vice Chairman of the Board of İGE A.Ş., Deputy Chairman of Türk Ticaret Bankası, and a Member of the KOSGEB Executive Committee.

Married and a father of three, Mr. Gültepe is fluent in English.

Born in Ankara in 1973, Ms. Yılmaz graduated from the Middle East Technical University, Department of Statistics, in 1995. From 2000 to 2002, she completed her master’s degree in economics at the University of Michigan (USA).

Ms. Yılmaz began her career in 1996 as an Assistant Specialist at the Undersecretariat of Treasury. At the General Directorate of Economic Research of the Undersecretariat of Treasury, she served as a Branch Manager from 2004 to 2007, Head of Department from 2007 to 2013, and Deputy General Manager from 2013 to 2018. Between 2019 and 2023, she served successively as Department Head, Assistant General Manager and Deputy General Manager at the Directorate General of Economic Programs and Research of the Ministry of Treasury and Finance of the Republic of Türkiye.

Since October 2023, she has been serving as the General Manager of Economic Programs and Research at the Ministry of Treasury and Finance of the Republic of Türkiye.

Born in Adıyaman in 1967, Şeyh Mehmet Boz graduated from Çukurova University, Faculty of Economics and Administrative Sciences, with a degree in Economics. He then completed his master’s degree in Economic Theories and Economic History at the same university’s Institute of Social Sciences.

Mr. Boz began his career in 1995 as an Assistant Inspector at the Internal Audit Board of T. Vakıflar Bankası T.A.O. and has held various positions throughout his career. He worked as an Assistant Manager from 1999 to 2002, Manager from 2002 to 2005, President from 2005 to 2015, Regional Manager from 2015 to 2017, and Deputy General Manager from 2017 to 2019.

He also served as Vice Chairman at Vakıf Finansal Kiralama A.Ş. from 2017 to 2019, as a Member of the Board of Directors at Vakıf Menkul Kıymet Yatırım Ortaklığı A.Ş. from 2014 to 2017, and as a Member of the Board of Directors at the T. Vakıflar Bankası T.A.O. Private Social Security Services Foundation and at the T. Vakıflar Bankası T.A.O. Officers and Employees Pension and Health Aid Fund Foundation from 2006 to 2017. Additionally, he served as a Board Member at Taksim Otelcilik A.Ş. from 2006 to 2010 and at Obaköy Gıda İşletmecilik San. ve Tic. A.Ş. from 2005 to 2016.

Currently serving as a Board Member at Magdeburger Sigorta A.Ş. and Bor Holding A.Ş., Şeyh Mehmet Boz has been a Board Member of Türk Eximbank since April 22, 2025.
