Austria, 1964. Turagay graduated from the Ankara University Faculty of Political Sciences Department of Business Administration and completed his master’s studies at the University of Birmingham in the field of International Banking and Finance. Turagay started his career in 1987 as Assistant Specialist in the T.R. Prime Ministerial Undersecretariat of the Treasury and Foreign Trade, where he served until 1997 in the positions of Specialist, Branch Manager, Advisor to the Undersecretary, and Advisor to the Minister. Turagay has also served as the Undersecretary of Trade and T.R. Ambassador to Washington between 1997 and 2000 and as the T.R. Prime Ministerial Undersecretariat of Foreign Trade Deputy General Manager of Exports, the T.R. Prime Ministerial Housing Development Administration, Real Estate Investment Partnership Board Vice Chairman, T.R. Prime Ministerial Deputy Undersecretariat of Customs, Turkish Export Promotion Center Board Member and T.R. Prime Ministerial Vice Undersecretariat of Customs between 2000 and 2006. Turagay also served as TED Board Member and Equestrian Federation Board Member in the same period and as Director and Board Member at the company BAT Turkey, Exporters Unions Board Members, and Turkish Exporters’ Assembly (TIM) Member from 2006 until January 2019.
Turagay was appointed Deputy Minister of Trade on January 1, 2019. Turagay has served since February 5, 2019 as a Turk Eximbank Board Member and as the Vice Chairman as of the same date.
Rize, 1964. Ali Güney who was graduated from the Faculty of Economics and Administrative Sciences of Marmara University took charge in the Fund Management Directorate of Faisal Financial Institution between the years of 1990-1993. He assumed the duty of Deputy Manager in the Fund Management and Treasury Directorate of Ihlas Financial Institution within the period of 1995-1999. Güney who performed duty as the Fund Management and Treasury Manager in Anadolu Financial Institution between the years of 1999-2005 executed the duty of Treasury Manager in Turkiye Finans Katılım Bankası within the period of 2006-2009 and the duty of Deputy General Manager responsible for the Treasury and Financial Institutions between the years of 2009-2015. Güney took charge as the Deputy General Manager responsible for the Treasury and Strategy in Vakıf Katılım Bankası A.Ş. between the years of 2015-2019.
Güney has been taking charge as the Board of Directors Member and the General Manager of Turk Eximbank since 17 October 2019.
Erzincan, 1964. Çelik graduated from the Middle East Technical University Faculty of Economic and Administrative Sciences Department of Economics and worked as an Economist at the State Institute of Statistics between 1986 and 1987. He served as Specialist and Head Specialist at the Faisal Finance Agency Directorate of Project Assessment and Preparation between 1988 and 1995. He maintained his position as Project and Marketing Manager at the Ihlas Finance Agency between 1995 and 1999. He executed the role of Anadolu Finance Agency Deputy General Manager in the period of 2000 to 2005. Çelik assumed the role of Deputy General Manager of Credits at the Turkish Finance participation Bank between 2006 and 2013 and has maintained his role as Deputy General Manager of Commercial Banking since October 2013 and as General Manager since June 2015. Osman Çelik was appointed to the former Undersecretariat of the Treasury on June 29, 2016.
Çelik has executed his roles of Turk Eximbank Board Member since January 12, 2017 and as Turk Eximbank Board Chairman between the dates of January 21, 2017 and May 13, 2019, and he has served as Audit Committee Member since May 13, 2019.
Burdur, 1961. Olpak graduated from the Istanbul Technical University Department of Mechanical Engineering and completed his master’s studies at Yıldız Technical University in the field of energy. Olpak, started his career at Umar Makina A.Ş. and after Özgün A.Ş. Deputy Factory Manager, began working as a Project Manager at Esem Elektrik Sayaçları A.Ş., a company of Cankurtaran Holding A.Ş., served in upper-level management at various levels of the Holding Company, and assumed the role of Cankurtaran Holding Vice President until the end of 2000.
Olpak founded Nora Elektrik Malzemeleri A.Ş and Pak Yatırım A.Ş. and still executes his role of Board Chairman for both companies and as Board Chairman for companies that have partnerships with these institutions. Olpak has been serving Foreign Economic Relations Board (DEIK) Board Chairman since September 22, 2017 and also maintains his positions as DEIK Executive Board Chairman, Istanbul Development Agency (ISTKA) Board Member, Information Valley (Muallimköy Teknoloji Bölgesi A.Ş) Board Member, MUSIAD High Advisory Board Member, International Technological Economic and Social Research Foundation (UTESAV) Founders Committee Member, Istanbul Chamber of Commerce Information Commercialization and Research Foundation (BTM) Board of Trustees Member, Tourism Development and Education Foundation (TUGEV, ITO) Board of Trustees Member, Kandilli Club Founder Board of Trustees Member and Board Vice Chairman, Dissemination of Science Foundation Founders Board Member, Huzur Hospital Foundation Board of Trustees Member, Individual Development and Societal Education Foundation (ITEGEV) Board of Trustees Member, Istanbul Medeniyet University Support Foundation Board of Trustees Member, Chamber of Mechanical Engineers Member, and ITU Faculty of Mechanical Engineering Advisory Board Member. Olpak has served as a Turk Eximbank Board Member since April 26, 2018 and as Audit Committee Member since May 13, 2019.
Sivas, 1960. Gülle graduated from the Istanbul Technical University Faculty of Electrical Engineering and completed his specialization program at the Istanbul University Institute of Business Economics. Gülle maintains his positions as Ergene-2 Organized Free Trade Zone Board Chairman and Board of Trustees Member, Economic Development Foundation Board, and Textile and Raw Materials Sector Council Chairman, and he assumed the role of Turkish Exporters Assembly (TIM) on June 30, 2018.
Gülle founded Entegre Tekstil İşletmeleri A.Ş. and maintains his role as Board of the company. Gülle served as Istanbul Textile and Raw Materials Exporters Union (ITHIB) Board Member between 1999 and 2003 and Board Chairman, as Turkey Exporters Assembly (TIM) Sectors Council Member, Istanbul Chamber of Industry (ISO) Assembly Vice President, and Sivas Industrialists and Businessmen Group Association (SSIAG) Board Chairman between 2003 and 2018. Gülle has been a Turk Eximbank Board Member since September 24, 2018.
Trabzon, 1952. Arkan graduated from the Ankara University Faculty of Law and completed his lawyer internship in 1976. She started her career that same year in the Ministry of Energy and Natural Resources and served as Consultant Lawyer in the SSI General Directorate. Arkan joined the State Investment Bank in 1987 and served in the restructuring of the State Investment Bank as Turk Eximbank. She has assumed positions as Specialist, Manager, Legal Advisor, and Department Head at Turk Eximbank and has served as Deputy General Manager of Insurance and Guarantee Operations between the dates of March 2, 1998 and March 19, 2012.
Arkan has been a Turk Eximbank Board Member since May 10, 2019.
Necdet Karadeniz was born in 1959 in Iğdır, he graduated from Istanbul Technical University, Faculty of Metallurgy, Metallurgical Engineering Department, and has a master’s degree in the field of Business Management from Istanbul University. Mr. Karadeniz, who started his career in 1987 at Iktisat Bank, chronologically worked for the Türkiye Emlak Bank, Türkiye Finans Katılım, Alternatifbank and T.R. Ziraat Bank, under the title of Director and Head of Department, and has attended to Turk Eximbank in December, 2012. Mr. Karadeniz, who has been appointed as the Deputy General Manager of the Turk Eximbank on 26 May 2017, is currently working as the Deputy General Manager responsible for Credit Allocation.
KocKocaeli, 1977. Mr. Altındağ graduated from Faculty of Business Administration of Istanbul University and he started his career as an inspector in inspection board at Tekstil Bankası A.Ş. Between the years of 2004-2010, Mr. Altındağ served as, Marketing Manager, the Head of Finance and Accounting Department of Creditwest Factoring Services A.Ş. and then he served as Commercial Banking Customer Relations Manager, Head of Multinational Corporations Department and Corporate Banking Assistant President of Citibank between the years of 2010-2019.
Mr. Altındağ was appointed as Assistant General Manager of Türk Eximbank on December 20, 2019, and he currently serves as Assistant General Manager in charge of Marketing.
Kars, 1976. Gültekin graduated from the Ankara University Faculty of Political Sciences Department of Finance and completed his master’s studies in Finance at the University of Illinois in the United States. Gültekin started his working life in 1998 as an Assistant Specialist at Turk Eximbank and moved over to the former Undersecretariat of the Treasury Banks Sworn Examiners Board in 1999 and later to the Banking Regulatory and Supervisory Agency Banks Sworn Examiners Board and from here rose up to be Banks Sworn Head Examiner. Gültekin assumed the position of Turk Eximbank Deputy General Manager on December 17, 2013 and fulfilled his task as Deputy General Manager between the 13th of May 2019 and the 16th of October 2019. Gültekin is still in serve as the Deputy General Manager responsible for Insurance/International Credits.
Adıyaman, 1967. He graduated from the Dokuz Eylül University Faculty of Economic and Administrative Sciences Department of Business Administration. Şahin started his business life in 1990 as an Assistant Supervisor at the Yaşarbank Inspection Board and continued his career as the Inspector and Head of the Inspection Board at the same bank. He later served as a Deputy General Manager, General Manager, and Member of Board of Directors at various institutions in the banking, insurance, money, and capital markets and joined Turk Eximbank in 2012. Şahin was appointed Assistant Deputy General Manager at Turk Eximbank on July 22, 2019 and currently serves as Deputy General Manager for Financial Affairs/Operations/Credit Monitoring.
Kocaeli, 1968. Mr. Uzun graduated from the Mechanical Engineering Department of Middle East Technical University and completed his master's degree at the University of Illinois in the USA between the years of 1992-1995. He started his banking career at Körfezbank in 1996 and served as a senior manager in the fields Treasury and Financial Markets in several private banks, and then he worked as Group Manager in charge of Treasury in ING Bank Turkey between the years of 2008-2011. Mr. Uzun took charge in Türkiye Finans Katılım Bankası between the years of 2011-2019 and he held the position of Deputy General Manager in charge of Treasury. Mr. Uzun was appointed as Deputy General Manager of Türk Eximbank on December 20, 2019, and he currently serves as Deputy General Manager in charge of Treasury / Finance.
Zonguldak, 1977. Okur graduated from the Middle East Technical University Department of Computer Engineering and completed his master’s studies in the Marmara University Department of Business Administration. Okur started his business life in 1998, served in the information technology fields at Aselsan, Garanti Technology, and Akbank, respectively, and then joined Turk Eximbank in 2015. Okur was appointed Deputy General Manager at Turk Eximbank on July 19, 2019 and currently serves as Deputy General Manager for Technology/Support.
